About buying land in Cape Verde


There are two types of land available in Cape Verde:

  • Private Land
  • Government Land (often referred to as ZDTI land)


Buying Private Land in Cape Verde

Private land falls outside of the touristic zones as laid out by the government. When buying private land, it is essential that you employ the services of an experienced local broker and legal representative to ensure both that it is outside of the zoned areas and that there are no future plans by the government to zone the area.

Land title should not be an issue if you use reliable and experienced facilitators. Usually land sales pass through without any problems, however there are a few pre-requistites that should be checked out, such as:

  • Land plots in more remote areas may never have had any documentation issued
  • The land could be owned by many family members (who may be scattered across the four continents of the world)
  • The rightful owner may have failed to pay taxes on the land and therefore these issues need to be addressed directly as one of the first course of action

Buying Government Land in Cape Verde

The Government of Cape Verde has taken a very pragmatic approach to the development of its islands. Each island has zoned areas of land which are available from the government via a Tender Process. Developments on Government Land require adherence to strict process and require significant consultation with the government bodies.

These zoned areas are large parcels of land and usually require development of utilities such as roads, electricity, water aswell as mandatory deliverables of touristic facilities such as Hotels which generate much needed permanent local jobs.

In some cases, depending on the size and nature of the development, the developer can qualify for fiscal incentives from the Cape Verdean Government. There are many rules and regulations regardig qualifications and would need significant consultation with the Government. Cape Verde Land Documentation

All land plots should have a localization plan issued by the local Camara which exactly describes the plot location, plot number and size. This document also describes the build density on the land. Build height is by way of planning application but most zones have agreed levels which are already pre-determined.
